Help- Slow Motion, not performance related.

    Hi Friends,

I've been playing since launch and have never encountered this. The game is running in slow motion, and ran just fine last login.

    https://www.youtube.com/watch?v=yfP4_aTR1E0

This is not my video but it does display exactly what my issue is.

    System-

    Windows 7 Home
    Intel Core i7 4790K
Corsair Vengance 1600 MHz 16 GB DDR3 RAM
ASUS NVidia GeForce GTX 750 Ti
    ASUS Z97-PRO ATX-R
    Crucial BX100 120 GB SSD.

    Additional Notes:

Even the new Benchmark Software runs in slow motion, yet still scores "Extremely High" 7639 DX11 @ 1080p
The game does not run as if it's under stress... 93 FPS Max Settings
My CPU is not under stress... Temperatures include 30c - 51c even when running the game and the benchmark software at the same time.
Max GPU Temperature Recorded was 34c
Core speeds are normal 766mHz at idle - 4196 mHz hard at work.

Everything is slow including cooldown timers...

I've tried Rebooting, Restarting the game ect... Again, my system is simply not under stress.

I can livestream the current events if this topic is responded to in the very near future.

    New discovery,

I tried to make a quick live stream video to display what I'm seeing and in the video everything appears to be normal speed, yet as I was capturing, I was seeing things at half this speed. You can hear the sound clipping to catch the sound up to the normal speed output.

What this suggests... I stream at 24 FPS and the Software captured 2760 frames over 1:55 which would be perfectly normal.

But I was actually capturing video for roughly 4 minutes, and the output had to clip all of the sound to catch it up to speed. Listen closely to the background music in game, you can clearly hear that the sound is sped up.

To me the sound in game is normal, it's just visually running at half this speed.

    Resolved:

Having too many USB devices connected to a machine during shutdown and/or start up can cause problems with your BIOS.

Disconnecting all of my un-necessary USB gadgets and completing the following

search "cmd" -> right click + run as administrator type "bcdedit /set useplatformclock true" and press enter. (w/o quotation marks) Restart computer and your problems should be fixed!"
Fixed my problem completely. I was able to reattach USB gadgets after the restart.
