Ability not ready for use even after cooldown timer reaches 0

Internet Connection Speed: 10Mbps
Frequency: Repeatedly. Every time I use an ability
Steps:

1. Use any WS (though I experience it for non-combat abilities such as Lay of the Land and Prospect)
2. After cooldown timer finishes, the icon for used WS becomes "ungrayed" indicating that it's ready for use.
3. Within the next second or two, attempts to use the WS again fail. The stamina bar will turn blue for a moment, as if an action is queued, but then will turn back to yellow after a moment.
4. The WS does not happen. No stamina or TP loss.
5. After another second, attempt WS again, and everything works normal.

I wish the cooldown timer reflected the ACTUAL time until the ability is available. The way it is now, when the timer finishes, I attempt the ws again, and wait a second to see if anything happened or not. If not, then I attempt it again, and wait to see if anything happened yet. If not, then I try again. Meanwhile, the MOB is attacking and my teammates are waiting on me.

Same thing happens to me. >_>;
I'm trying to figure out if it's the timer being wrong, or that I'm trying to use the TP move too soon after some other spell or regular attack.

Yep this happens with my spells and ability's all the time. Icon says I am able to use but I have to try and cast about 2-3 time before I can actually use it.

Happens to me as well, good way to fix though is if 1 you switch action bars or deselect the target, abilities should work again. Annoying but useful till they fix.

I think the FFXIV client has a number of issues with timing such as this one. Things like cool down and the stamina bar very often fall out of sync. I'm guessing that it partially has to do with the client being unable to handle fluctuating frame rates gracefully. It also seems that the client fails to receive data from the server at times. Both situations lead to desynchronization of your character's various timers. Usually it isn't too bad a problem, but sometimes things get really out of sync and it can be confusing in the heat of battle.

happens to me too, it tells me the action can't be used now or isn't ready or something like that even though the button isn't grayed out!

I've been out of sync between the cooldown timer's "0" and the actual time a button press will succeed by nearly 10 seconds - I think it's most extreme using a DoL gathering-node-search ability. It seems to me that a little server-client crosstalk could add a latency correction factor (averaging things out, of course).

I have experienced this issue a few times as well. The timers displayed can be greatly off sync when trying to use a long cooldown timer skill such as Exaltation or Tranquility by up to a minute from what I've experienced.

This happens for me when you leave the game window open for 2 days. Closing and restarting the client tends to fix it, if this is similar to what I've experienced.

Interesting idea, but I never leave the game window open for 2 days... or even one. I have this happen to me after I've been on for a short time, like under an hour.
In fact last night I logged on and did some leve's with LS folks and was getting screwed by the timer lag, the new arrow changes target options thing and the regular battle target issues. XD
lol Good times! Luckily, my LS peeps don't get mad because they know it's an issue with the game, not me flaking. ^^;
