This is an MMO, a new player will have to catch up regardless, if they so choose (rather than simply play the game at their own pace). If they feel pressured to rush to catch up with someone who has played for years, well that is simply the nature of the beast.

The new race is simply the only content HW is releasing we know of that new players have immediate access to. There is an important difference there. As long as they have bought the expansion, they can progress and have access to all the content, just like the rest of us.
