    Sure, let them access.
    But to unlock the first dungeon there will require a lv51+ mainstoy quest. To buy a license for flying around would also require a mainstory quest. To unlock the new primals will require a mainstory quest. To unlock all the lv 60 content will require mainstory quest.

    But the most important is that they can enter the new zones for sightseeing, right?
