And can someone please give me a legit way that turning down a duel leads into harassment? I've seen, at worse, a player turn down a duel out front of Stromwind and get two taunt emotes, then a laugh, and that was it. Dude went back to the other dueling crew.

The problem you've presented seems to be the "victims" and not so much the perpetrators of "harassment" . Being overly sensitive is the cause of a lot of in game grief. yes, i agree i presented the "victims" perspective. you gotta remember we are dealing with GMs / MODs here who either puts temporary bans or perma bans especially in the forums for the perpetrators ( who'se intention may not even to harrass ) just because the the victim feels he is being harrass.The problem you've presented seems to be the "victims" and not so much the perpetrators of "harassment" . don't get my opinion wrong, i like to have duel 1v1 in game even in open world, i think its great to have. its the players who are easily provoke and makes reports is the scary part, because if you get any form of ban for something you said/do when its not what you intend it to do seems just unfair.
if they implement it, as a solutions to something i mention early on this thread ( where can cause DF que drop outs ) is to have options for 30 second matches. DF que windows have 45 seconds to choose, 15 seconds is more than enough to change class and select yes on that pop up window.

When we paid to play the game. ..OF course you paid the game to pvp like you want but you didnt paid my share to decide if i want to pvp with you. Or you didnt pay me to PVP me. So i have a right to say NO without being insulted. You can insult IF i mess up you run in a dungeon that i can support that reason but to insult someone who say no to PVP is just not a good reason for it.

Sounds like the best solution is confine it to the Wolves Den. I'd have zero prob with it since I'd never have to be exposed to that type.
I like my PVP pretty much like I like my PVP people - out of sight and out of mind. Doubt such a solution would satisfy them though, in my MMO experience PVPers are very much "Look at me" epeen types who need an audience.
