I found this quote from the Letter from the Producer at E3 2014.
Are there any plans to add 1v1 dueling?
As for actual in-game content, we aren’t sure we will as we don’t know if we can add it into the system and then make fun content. We do understand that players want to use Dueling as a test for looking at dps, damage, armour, etc, and this is something we would like to do.


I would like it. I think so long as it's outside towns and voluntary it shouldn't be an issue. Don't like it then don't do it.


I wouldn't mind if they opened a server on each datacenter for open PvP. Your character is immune to PvP until they join a Grand Company. Then they're fair game.
That's open world PvP, we just want duel requests (similar to Triple Triad). I honestly wouldn't really be interested in a PvP server like that, oddly enough. This game really isn't designed for it to work, either. Quests end up taking you everywhere, it would be fairly impossible to progress unless you join the Immortal Flames to be honest, Flames in Vesper Bay could effectively completely block quest progress, for example.
I can see open world PvP working in select closed environments, but just slapping open world PvP on the current zones would be a disaster. Though again, don't really want open world PvP, just duel requests. The suggested restrictions should deal with most issues non-PvPers should have.
