Zalera here, and I think we're middle of the road due to low population. We're plagued by RMT, but when you get to the actual playerbase for the most part everyone I've met has been nice. It's also really interesting because you tend to run into the same people and recognize more people. Almost like a small-town feeling to it. I won't lie, the ghost-town feeling you get before an expansion is definitely heightened in Zalera for the same reasons. But when people do group up together I've noticed we have a surprising number of politely outspoken people who are more than willing to randomly chat while waiting for a fate. Or bust out dancing.
It definitely feels like settlers are putting up a framework for the expac because there doesn't seem to be much end-game raiding yet, though people try to set it up every day. Lots of FC recruitment and people trying to get to end game. Most vets atm seem to be those who have transferred from other servers, so we feel like a mixing pot right now. I'm part of a budding RP community and we're finding all kinds of players interested in the woodwork. It'll be interesting to see where Zalera goes once we get Heavensward and the population begins to grow.
I'm on Jenova and I've been fairly lucky to get to know some pretty awesome people.
As far as I know, there aren't any extreme personalities that cause drama over shout often. That said, the raiding community does leave something to be desired. You can probably count the number of people who are legitimately interested in Savage Coil on your fingers. lol

I'm on Gilgamesh and I'd say in terms of positive experiences this is the best MMO community I've been a part of.
Keep in mind my points of comparison are:
Elder Scrolls Online - Where players interact like ships passing in the night
World of Warcraft - World of Warcraft
