I think this should be a case by case scenario and SE could maybe handle that name change by forcing the inactive player to rename their character when they start playing again.

And what about players that hit a rough time IRL and can't play the game for a half year or more, but really want to keep playing the game when they can afford it again. Would that be long enough to count as 'inactive' and being forced to lose their name, just because they got thrown a curve-ball?
No, I guess I also should have put that if the person is level 10 or below, and inactive for 2 years. Something obvious that is.And what about players that hit a rough time IRL and can't play the game for a half year or more, but really want to keep playing the game when they can afford it again. How about instead copying a name from fiction that's already taken, you have a delicious lore-friendly name instead?
(Like my amazing lore-friendly example, oh boy

Clearly, the best Final Fantasy character is Locke Cole.
Glamour is TRUE ENDGAME
Hate to fan the fire against your suggestion but this is a plain bad one at that. To ask that SE to delete an "inactive" character? That should always be the paying customer's choice, not the choice for SE. The only characters they should ever delete are RMT caught in the act.
The point that everyone seems to be missing is that I'm not speaking about main characters that people took the time level up, or even alts. What I'm talking about is about these level 1 characters, that have been clearly not in use, and were probably made just for fun. I also have made lots of these characters just for fun and to try on other races and genders. But after I had my fun, I deleted them, since I have my main character and that is the one I want to spend my time in. I agree with what you say that you are paying for an account that has the right to create lots of characters, I just think it's a bit selfish to occupy a popular name (yes, it is a name from a popular character), with a an inactive character, that is still in level 1, with starting clothes, which shows it hasn't been used. I'm playing this game for some time, and when I created my character, this character was already occupying the name and was exactly like it is today.
But of course everyone is entitled to their opinion and this is mine. I see there was no point in creating this thread, since I won't be getting any supporters. Good for everyone of you for getting the names you wanted, but like someone said in this thread, I really am pissed for not getting the name I wanted, but I am pissed because it is an inactive level 1 character.
P.S. I created this thread because SE gave me no other alternative... I didn't ask them to delete the character, I asked them if I somehow could get in touch with the owner of that character, because I would like to ask him/her if he/she wouldn't mind deleting it, as I wouldn't mind if I still had one of the characters I never used.
You asked SE if you could get in touch with the owner of that character? You know that they'd say no on every level, right?
If you didn't get the name you wanted, you'll just have to grin and bear it, elongate it, add a ' mark to it. But if you use a name that's 'popular' in any sense, you may night get to use it.
Heck, in Runescape (Lawl runescape) when I played I was addicted to Naruto, and I was beyond upset I couldn't pick 'Garra' as my name, and had to make due with Garra98765.
