Why Steam users are pigeon holed into buying Heavensward on Steam when we can play the game without using Steam at all, I have no idea.

From what I read off several thread, there is a code embed into each version of the game. So if you bought the steam version, there's a code in it that label it as a steam version. Hence, you need to buy the steam version of expansion as well.
That would explain why it is actually necessary to buy it on Steam. But it doesn't explain SE/Valve's reasoning for doing it that way.
If I can launch the game without Steam when I bought it on Steam, I should be able to play Heavensward without Steam >.<
And it just rubs me the wrong way that SE's own expansion can't work universally with all copies of its game. Maybe this was some sort of deal with Valve?
Whatever the reason, I wish I knew it. I have dibs on Valve being, as usual, overbearing though.

Probably a licensing agreement to provide the game in other platforms, I'm sure everyone involved wants to ensure a profit
