If we have an NA account, but recently moved overseas to an APO/AE address (military orders) do we still qualify for the NA region contest?

Perhaps I can answer your question. I am also military spouse residing overseas, if your account is from North America then you can enter any of the NA contests. If your Account was created in Europe, then you may enter the EU contests, so on and so forth. Your account does not change if you move to another region. So despite having moved overseas, you still possess a North American account. But keep in mind, should you wish to purchase the expansion, you will need to buy the expansion in the region your account was created in. So in this case, if you bought FFXIV in NA, then you must purchase a NA copy of the expansion.
