Dreadwyrm gear is not that hard to obtain at all. The only parts that can be hard are T12 and T13 if you're pugging, but that's because you're pugging. A lot have 10 through 13 on farm weekly, and they can go at it as many times as they want, as long as they like, until they get what they want. The only real block to getting dreadwyrm gear is RNG. Players lack of ability to do certain things is not a block the game itself is forcing on you, capping the poetics on the other hand, is. And what tradeoff? A lot of the Dread gear is BiS, especially the weapons if you do not have a Zeta. If you throw nothing but Ironworks on yourself, your stats are going to be terribly optimized, whether you're wearing full i130 or not.
The difficulty is not the content itself, once you're on farm status, it's finding a competent group to do it with. That, IMO, is significantly harder than the content itself for at least 90% of the population that do not successfully do Coil raids lol.

Maybe it's just me, and I tend to believe I'm far from the "want want want" type of crowd, but given how close we are to expansion, and the fact that i130 is overkill for it, I really don't see why it needs to happen. Don't get me wrong, it'd be nice to feel strong for a little while... and to have for glamour purposes mostly, but the cap isn't a huge deal IMO right now. Maybe it's their way of disciplining their children (us) lol. Sort of like how you deal with a spoiled brat that just cries about wanting something they don't need (not saying you or anyone in particular is a spoiled brat, mind you). I think that'd be pretty funny if that were the case.
