Things i have seen on web and tried:
Reseting internet explorer settings to default.
Reseting lan config to automatically detect.
    System reboot.

Double check whether all your SSL/TLS options are still enabled under the advanced tab of Internet Options (inetcpl.cpl from search/run box). There was a Windows Update a while back that caused a reset. Otherwise may want to check your security. Not uncommon for false positives to trip with things like new virus definitions or program updates. Sometimes they will lock an executable after it has been patched (sensing a change in the file), so you may need to update or re-add the exceptions for the executable files (the launcher, boot, update, etc. files in the installation folder).

May want to flush your internet cache and stuff too.

Thanks for the reply, my SSL was disabled, but even ith it eneabled it still hasnt done anything, ive disabled my AVG firewall while trying to run it, and sadly ive flushed my dns and CCleaner to wipe out any cache etc aswell. still nothing. ive been looking online for hours n ive tried everything ive found, but alot of people are getting a different error than ""208, feel free to throw any other idea's you have my way.

Bugger...was hoping it was one of the more common culprits.

The error message is the decimal equivalent of the hex code for a generic browser message that basically means the download failed. Something is simply blocking the access or is otherwise stalling. Usually it is something turned off or security getting in the way.

Could try adding the website to the exception lists for everything (adblock, firewall, antivirus, etc.). Don't forget the trusted sites list and such in the internet options either.
