For reference, "Furry" people do exist and they're the ones that ask for this. They're also the ones that are always disappointed in "catgirl" types. Take a look at Archeage, the reference "cat people" (Firran) looked more like a fuzzy knock off of FFXIV, but what wound up in the game is furrier and horribly ugly compared to the concept art. Fur is just terrible to animate for low-poly MMORPG models, so it winds up being "fur textures." The end result is always awful. The other three races in that game are sarcastically referred to as "european human, asian human, and LOTR elf"
Lore-wise, the Sylph and Moogles are the only ones that really interact with the players prior to the "beast tribe" quests. There's nothing really preventing the devs from allowing these to be "player" races other than there being no gear for any of them. The Moogles have some gear for one specific primal. But we won't see players as any of the existing beast tribes mainly because it would break the lore already established.
What would happen is nobody would play these. Even if we recycled the body shapes so that gear doesn't need to be redesigned, as I mentioned above, fur doesn't animate very well for player models in a MMORPG. Fur and Feathers require much more complex animations, or cheating and just making it the "skin texture" making it horribly ugly.
Another point that nobody mentioned yet, is that we end up with human-type faces because beast-type faces require a new full animation set for talking and emoting.
Based on what SE has done previously, they would have to create 4, two male, two female, with the differences between the two clans being minimal at best.

So I wouldn't put it past SE to take suggestions seriously.
The Japanese wanted "Races of mixed heritage (ex. Elezen-Hyur, Mi’qote-Lalafell, etc.) 26.8%" as the most popular option, where as everyone else wanted "Mammalian demi-beastmen (ex. a rabbit-eared race such as the Viera from FFXII, etc.) 24.9% 27.7% 26.1% 26.6% 31.0%" as their first option.
Furries "Mammalian beastmen (ex.) wolfmen, gnolls, etc.) 3.3% 7.3% 7.1% 6.2% 9.9%" were last place for everyone.
