    The thing is, there isn't really a gameplay need for FFXI-style RSE here though, given the fact racial stat differences aren't as pronounced in FFXIV. In FFXI, each race had a specific strength and weakness stat wise (such as tarutaru had the highest MP and INT but the lowest HP and defence), and thus RSE was a means to compensate for those weaknesses for those players who wanted to "think outside the, um, square" - the stats on each piece of RSE would have bonuses to the 'weak' stats of that race.

    Continuing the taru example, tarutaru RSE had large boosts to HP and defence - humes however who had well balanced stats with no real weaknesses instead had RSE that also decreased a certain stat, meaning a hume character would need to wear the whole set to balance out the bonuses the gear gave. As stat differences between each race are trivial at best racial gear based on the FFXI version would just be a waste of time and resources.

    As for wanting to wear one race's starting outfit on another, um, this kind of invalidates the whole point of calling it racial gear. Yes I admit some racial gear looks amazing, but really, it's racial equipment - it's meant to represent that race!
