I haven't the slightest clue why you think further restricting something that's already optional would benefit the community in any way.That's because using echo is the norm because everyone else is. If the norm was changed to no echo it wouldn't make a difference to those that cleared before because they either don't care about farming it (just need to clear to move on) or the fight is already hammered into their heads that 10-25% makes no difference.
Thinking about how it affects the whole community instead of just your own group, it might be better for everyone?

If I reworded the topic to:
Give the party an extra echo increase when with a new player
Would that change it? It's the same thing
It's like fatigue in 1.0, everyone hated it but change the name to rested exp and everyone is happy when nothing has changed at all - non rested exp IS fatigue
Because more incentive to help new players because you can potentially kill the boss and get your loot faster
The other argument for the farm party is:
Even if echo was 10000% people would keep it on, and that's boring

I still don't see how this would help anything. You're actually contradicting yourself. You say it's boring for players who've already cleared the content a bunch of times to have the echo (which they can remove anyway if it were really that boring), but you want to incentivize them helping new players by giving them... a more powerful echo? I don't understand.
You've also illustrated the point that players who have already cleared the content a bunch of times prove that they don't need the echo anyway so what makes you think they'd be any more inclined to bring new players just because they'd apply the echo?
