Every time you complete a leve they rotate by one leve. For battle/miner/botanist it happens when they ask you if you want to teleport to the levemate, for fisher/DoH it happens when you finish it. Occasionally they do a random scramble.

If you want to get to one that isn't offered, do one at a time, not all that are offered at a time.
