If your queue is longer than an hour, I think (just a theory) that people start leaving the "lobby" the game put you in, but since you are still in that lobby it stays open. So you have a situation where people keep joining the lobby while the people who was in the lobby longer start to leave. And it forms a cycle where new people trickle in and people who waited too long trickle out, so the lobby never fills.
Either that or after a certain time, the game loosens up the search requirements, and starts to put you in lobbies of other languages that might not be populated on your server. So it puts you in the lobby of some French dude who's lobby would never fill in a English server or something like that.

A good rule of thumb when you get stuck in que hell is to always re-que after 30-35 mins. In my experience you usually get games faster like that.
