FYI, you can set which hotbars can be choosed when the weapon is drawn and which can be choosed when the weapon is not. When you draw or sheathe your weapon, you'll automatically go to the first applicable hotbar. So, for example, I have mine set up so hotbars 1 and 2 can be accessed while drawn, while hotbars 3 and 4 are when sheathed. The trick is to just get in the habit of manually drawing your weapon with L3 before combat, and if you need to first use something on hotbar 2 then press RB to switch to it. Also, this setting only controls what RB cycles through. So, I can still do RB+A to go to hotbar 3 if need be (for instance, I have protect and other out-of-combat buffs on there. If I need to protect someone after raise, force it to hotbar 3, then cast protect, then press RB to go back to hotbar 1)
