This is so cool! I have to find her! One thing is how do you get 1% chance of her popping up? Is it 1% chance of you loading a city-state that she pops? Also, can more than one person see the same ghost or is it only on your screen? This is very interesting. Time to call Ghost Hunters!

Maybe everyone can't be raised like Player Characters do. Maybe it's tied by being a champion of the Crystal and the power of the Echo that lets us resurrect over and over agin.

If I remember correctly the Raise/Resurrection spells aren't available until Halitali for players, and being that she was at best slightly under the WoL's level she wouldn't have access to it. Plus we don't know if it works on headless bodies...
