Are you on console? You may want to get comfortable actually locking on as a melee dps, otherwise you will miss a ton of your auto-attacks and the dps drop is a noticeable difference.
Lock on guarantees you can spin around the enemy as a monk (or any melee) to get positionals and not miss a single auto-attack. Try to get the hang of using it and releasing it to avoid AOE's.
Yes, it can be turned off. I've done so, and can check how once I get home and get in-game. (Well, I can check for PS3 / PS4. I can only assume it'd be the same for controller with a PC.)
As to why turn it off, it's because you'll generally wind up "clicking" it whenever you try to run. Locking on may be workable if you could choose to do it on purpose, but L3 is a terrible place for it, because that leads to locking on right as you're in the midst of trying to run away from whatever major AoE is coming in. Before finally finding how to shut it off, I died way too many times as that lock-on changed my escape attempts into walking straight into the mob I was trying to get away from.
Main Menu -> System -> System Configuration -> Controller Settings -> Controller Customization ([Begin] button)
This brings up the window where you can adjust the meaning of different controller buttons. For L3 and R3, the options are:I have mine set to Draw/Sheathe Weapon, which is more useful and less error prone than lock on.

If you want to disable the button altogether (since there are very limited options on what you can assign to it) just calibrate the gamepad, and hit skip when you get to that button.
Thanks, Niwashi...that seemed to do what I want.
I reset mine to Draw/Sheath weapon because it seemed like ever time I really needed to move fast I was getting locked on. But eventually realized that L1 -> R1 accomplished that too, so now it's set to Assist target. Arrow down 1x to tank's slot on party, hit L3, and I lock onto their target. I don't always use it but when I do it's great at eliminating 'Oh no which one should I target?' lag and helps with little things like not picking up adds in WoD trash mobs.
