Is there a time limit on how long I can keep a plot empty? We plan on buying 2 plots of land so one of the houses wont obstruct the view of the main house.

Nope, the system for automatic relinquishing of land isn't implemented yet, so you'll be able to keep it empty for as long as you'd like until SE changes it.
