    There were notices on some twitter feeds last night that Level3 had some downed devices causing up to 90% packet loss in some regions. ISP's were cutting routes over to Cogent, which of course may be leading to bottlenecking on their lines now.

    The error message is a generic browser code for failure to download. Essentially something is disrupting communication somehow.

    A fairly recent Windows Update has resulted in a reset of the supported encryption methods. Make sure all the SSL/TLS options are enabled in the advanced tab of Internet Properties (inetcpl.cpl from the search/run box). This is important even if you don't use Internet Explorer, as the launcher is tapping into the MSIE elements embedded in Windows.

    Otherwise may want to verify other browser tech is current (java and .Net and such). Double check additional security options (pop-up/ad blocking,firewall,antivirus) aren't interfering with access to frontier.ffxiv.com, which is where the info comes from. May want to run some traces too to see if there are routing issues
