It's ridiculous. Who needs a member more? A group that hasn't even formed yet, or one that's actually on the clock? More than once, after a D/C or ragequit or whatever, I've been asked to fill in (or been in that position and called for help myself), only to sign up - and then get placed with a fresh group, while the group in need goes on waiting until they time out or disband. How does that make any sense at all???
I've had the opposite experience. I had a friend come in to rescue us in baby Sastasha after we kicked a healer for trolling our newbie tank. She queued specifically for Satasha "in progress" and got in right away.^This.

I don't think it works for roulettes, but it CAN work if you queue for the individual dungeon as a replacement.

I didn't Low Roulette - I signed up directly for Titan Trial Mode. Poof, I wind up in a newly-formed group. My FC-mate thanks me for trying, and his group disbands shortly afterwards.

That may have been because the party leader didn't end up recruiting replacements. It may have been that they were preformed and didn't realize you can't get a drop-in rep if you start out as preformed.CAN, but doesn't always, and that's the problem. In my experience it would always put me in an in-progress queue before a new party if there's one with an option recruiting slot for my role.
