Most people use 1-shot to mean it will instantly kill a person, regardless of HP, regardless of class, regardless of buffs on. I think that's where the confusion is coming from.

I personally use it as anything that can take me from 100% life to 0. Even if there is a 10% chance of me surviving, if I die, I tend to count it as a one shot.
