Do you play in Wolves Den?
A meele who knows what they are doing should be able to kill a caster before fetter ward falls off. It should be no-contest. If it's a wolves den 1v1, I think the caster needs to pole-dance and wait for fetterward to fall off, then CC and heal up before re-engaging to have a chance.
If the decision within the community is as unanimous as it appears, I don't think I could do much else other than accept it as fact. If it were segregated (requests can only be made on certain arena grounds, etc.) & there were provisions in place to prevent request-spam abuse ("block duel request" checkbox), it'd be great.
Have it to where you can duel-request in the Wolve's Den territory or beside the Coliseum & it'll hop you into your own personal duel there if they don't want it out in the open world.
If open-world at all, relegate it to some tiny arena circles spread about Eorzea (requests can only be made on the soil), so for lore-arguers, it would be a friendly sparring match.
Why do topics about Duels always fall into debates about balance... Who cares about balance with Duels?
If it was something in the Wolves' Den you queue into, with rewards to boot, then I'd have an issue there. Just make it so it's same verses same then, that way it is purely about your individual skill as, say, a Dragoon, verses another. Short duration with a time out being a draw.
If it was open world (like it should be), then there is no issue. Provided measures are taken to not make it too intrusive on PvE players (slapping sending and accepting Duels behind a PvP Rank requirement should deal with griefers). We can balance it ourselves that way. That lets us do a whole heap of good things; Something to do while waiting on queues. Practicing without it affecting the real match. Teaching others, either by showing them a Duel or Sparing with them. And yes, challenging the odd person seriously.

I want to see hexes section off part of an arena in an 8v8 match, which allow periods of 1v1, 2v2, and 3v3. Similar to the 3 hexes during the last boss of WoD.
