I'm not getting the CE yet, I might upgrade down the road. But as of right now I was able to preorder either, check my other post I linked the CE there. By the way make sure you're doing this on your pc and logged in into your accounts.

Yes, same here. Upgraded from PS3. They show me prices for Standard and CE for PS3, and both PS4 unavailable.

I can guarantee you the EU PSN store always updates on Wednesdays, where as America is Tuesdays. Games are of course released on other days of the week when they have specific release dates, but the overall additions such as pre-orders and DLC are always released on Wednesdays for us, always have been An update to the PSN EU blog with content being released in the store that week is usually posted around 2-3pm too if you have time to check, that will probably be when we actually know if it's getting added.

PSN CE preorder worked for me on my PS4. (i had the ps4 license initially, didn't upgrade from ps3)
