Short answer, yes. You need to buy the expansion if you plan on playing expansion areas on both systems since you need the install files that come with the CD or the digital download. Also, if you preorder only on the PS4 version, you can only do the early access on the PS4 and not the PC and vice versa with the PC version. so to play early access on both systems, yes.

Yes. It was mentioned that at least to access the new regions from both platfoms you would need the expansion on both platforms. If you have it on one but not the other, the ARR-only platform would be restricted to ARR regions. If you log out in Ishgard from a Heavensward-enabled platform, you'd be unable to log back in from an ARR-only platform. (It's still not as clear how the new race and jobs are handled on accounts that have both an ARR-only platform and ARR+HW platform.)

They already commented that players with ARR only will be able to play players that have the new race and jobs. The overall game system of ARR is supposed to be updated for those files at the bare minimum so they can party with everyone.

Playing with other people is a different issue than playing the same account and characters from different platforms. It doesn't answer what happens when you become an Au Ra using the platform you installed Heavensward on, and then try to log in that same character from your other platform that only has ARR on it. Players have speculated in both directions on that issue, but at least as far as I've seen SE doesn't seem to have directly addressed it.

If you plan to be in heavensward zones on both systems then yes you need a copy for PS4 and PC. If you are buying a CE the second copy doesn't also need to be CE.

I have the digital copy of the game. Can I buy the physical vision of the expansion and play it or do i need to purchase the digital? I was told if you have the digital version then you must use the digital vision of the expansion. PS4 btw.

You can, the disc is only used to install the game, much like when you download the digital version. The only way you wouldn't be able to is if you needed the disc to play but you don't.
