Well, in theory it will start on the 19th, but only for those who get codes for it, and SE isn't providing pre-order codes to retailers by then. (Amazon had earlier been saying that they'd be sending pre-order codes on the 19th and that they'd be good for both early access and DLC. Now they're saying they'll send pre-order codes by launch and they're just good for the DLC items.) Apparently, early access has effectively been canceled for anyone buying through third party retailers.
I wouldn't really rely on the trust some people seem to have that of course SE will get it to PSN in time, given that they appear to have simply given up on getting it to Amazon in time. (Either that or Amazon has given up on SE getting it to them. It's not entirely clear who instigated the change in Amazon's description of the product.)
