    Erm... Heterochromatic eyes have been in the game since ARR release, nearly two years ago.

    The crafting of ridiculous Mary Sue I'm-a-special-snowflake eyes has been in there from the start!

    Not quite central heterochromia. It's a Limbal Ring, which is a bit different from central heterochromia.
