Well, dropping it down to 1280x720 from 1920x1080 (which played XIV perfectly fine with no fps issues until 2.2), seemed to fix a majority of the fps issues. Presets being pretty much max with only 2-3 things turned off/set to normal. Odd thing is, I got a much higher score with dx11 than I did with dx9 with the same settings o.O

Depending on your video card, it's actually not odd at all. A newer video card built for DX11 will be able to provide better hardware optimization for the DX11 client than it does the older DX9 technology.

I got a score of 7634 with maximum 1080p settings on the DX11 client. GTX 770 and an i7 4770K.
