Obviously it was because enemies would be even MORE confused by it!Except then they turned around and added eyebrows you could paint back on as a facial tattoo.
Ask yourself why, lore-wise, someone would shave off their eyebrows (which do grow back) only to later paint them back on (and yet apparently continue to re-shave the new growth). That makes absolutely no sense.
It seems obvious that this was Square's way of adding in eyebrows as an option while using the least amount of effort possible. And, unfortunately, it shows.
Lore should never stand in the way of something like this. It's would be ridiculous to assume every Highlander is of a hive-mind and compelled to shave their eyebrows. As if no youthful Highlander ever said "Nah.. I think I'll keep mine" at some point. You can use "lore" as a reason for why some Highlanders shave their eyebrows, but you should never use it as excuse for why all Highlanders lack eyebrows.
