It is not related to how much moeny they invested in graphics or how much they did not invest in content. It all boils down to how Tanaka used his resources and his budget and how he was leading his team. Its already known the team was all over the place with its own separate ideas to make the game awesome without even checking if what was being devloped made sense with the other systems.

Thankfuly they have now a strong head that is taking the team in one single direction. If the result will be awesome or not is yet to be seen, certainly it looks really good for now, lets see when they are ready to charge.
