A vast majority of the tells are from level 1 "players" as well. If they could just limit your ability to send a tell until you get your airship access or something it would solve a significant portion of this.

Or at minimum allow only 1 /tell every 5 minutes for players under level 10.

That could have bad implications. What if you come across a troll group, a troll FC for example, and they decide to troll you that way?

These auto-silenced accounts could be flagged for a quick check by a GM and if it turns out to be a legit player who wasn't spamming, the ones who falsely reported the person get a warning. If they get caught falsely report-bombing somebody again, they get a temp ban.

Make it a high number of reports required for auto-silence, say 20-30 reports over the course of an hour - that way it won't be triggered by accident, only by the person in question being a spammer, or the reporters committing harassment.

Then you would endure a brief suspension after which they would endure a ban for misusing the reporting system (which is already a standing rule for the GMs). Any countermeasure can be misused, but that's not a reason to not have a countermeasure.

The large problem with the fixes given is that rmt will just log out, create a new char, and then log back in, no impact whatsoever done to their ability to spam.

Exactly why we need to be able to blacklist entire accounts, rather than characters.

What they can do, as I've stated in many past threads AND something they did in Final Fantasy XI; is ban Chinese IP's from creating accounts on the NA/EU servers. (Not sure if the JP servers have this issue or not.) This killed RMT in Final Fantasy XI. It would have a very little negative impact on players because China has their own servers now, so let them play on their own servers.
