Except it doesn't. The game at no point tells you that telegraphs are inaccurate in their timing. One could certainly infer that information through playing, and I think everyone in this thread has, but it's never stated and is presumably not explicitly intended. Further, there are now instances (mentioned earlier in the thread) of the opposite behavior. In a few early runs of WoD I received the status effect doom because I turned after the cast bar disappeared. I was quite confused the first time or two that it happened until I learned that for that particular attack it it's the animation that matters, not the cast bar.

Keep in mind that both scenarios are not functioning in an intuitive manner. The cast bar, animation, and (potential) effect on the player should be more tightly in sync. Nobody is saying that this is game breaking or 'too hard', just that this is an issue where the specific mechanics do not make sense. Latency issues can understandably pull these 3 elements out of sync with each other, but the problem is that with a perfect connection they're not in sync anyway (apparently by design).

We're merely arguing that it would be more intuitive if those things were in sync with each other. For me it would be more satisfying as the delay just annoys me aesthetically. For many people it would serve to reduce confusion and rage about the game being 'wrong' or misdiagnosing the issue as a poor connection.
