To do otherwise would be just asking for problems.
Because if you think of the connection ad a continuous stream, which it is, then the server should send information the second the code does something. I mean, yes you could code it in for the information to wait until a certain amount is collected but that's asking for trouble honestly since you'd end up with superfluous code and much larger amounts of data hitting our computers at once. The first means more work for the servers and the latter means more work for our computers.

Seems to me the server would just send the telegraphs coordinates and then the client would know to a) start the cast bar display and b) render the telegraph. Pointless to debate, however, as we're not able to examine the code (which means all of us are just speculating).

Personally I think that would mean there'd be far too much code on our side if that was done for every fight. Our client side applications would be bigger than they are now. Plus the issue we are seeing would not happen if things were as you say. Well unless their was a giant coding mess client side.

It is somewhat pointless but it bring up the thought for if they could change the code somehow. Like maybe doing what you thought is happening could be a solution. If they put some code client side only for this fight or even only for that specific move it would help.

Ahhh yes. Because asking a company to fix something that is obviously broken is whining.

Well of course it is. Don't you know that FFXIV is the perfectest game and SE can do no wrong? Gall!

Of course, of course. I forgot that we must bow down to our overlords or else be labeled heretic. Sometimes I feel like we're in Ishgard and SE is The Holy See based on how people act. I'm just waiting for the words blasphemy and heretic to be used more often.

@ OP - why aren't you using focus target and why isn't your team stacked behind titan for the weights? The fight is a cakewalk once you memorize the attack patterns, no cast bar needed.

Please just attempt the fight a few more times, you'll get the hang of it.

I honestly do not think this is that much of an issue...

In Titan HM/EX as soon as a weight is under you, you have to move. If you do not move within 1 second or so you will get hit. I can do Titan HM or EX without getting hit by a single ground attack for the whole fight, I have like a 99% dodge rate with the 1% I get hit due to my ISP internet cutting out or my own distractions.

Yes, it is a bit deceiving that you can appear out of the damage area and still get hit but, why do people insist on going by that? Just move out of the effect immediately and you will not get hit. It seems simple enough, just do not wait to move no matter what the cast bar says.

I guess they could just make the weight of the land explode a bit sooner but people will slow reaction will still get hit so same result.
