They won't do it because they won't do a better job than a third party can for voice chat, is what I've heard them say.
I believe Yoshi said No because hey said people will opt out for a third party voice chat anyway and that there are many of them out there.
ok it appears to have valid reasons. Is Team speak the best one to use...from what I heard... I'm downloading it now.
I really wish in-game voice chat would be added. Apparently being cross-platform makes that a lot harder to implement than it would be for a single-platform game, but it shouldn't make it impossible.
A lot of FCs and static groups use third-party voice chat applications (with the console players running it on a laptop, tablet, or cell-phone). Unfortunately, the amount of coordination needed to set that up excludes having such voice chat in PUGs. PUGs are actually where communication is the most necessary, since you don't come in already familiar with your teammates' playstyle and preferred strategies. Anything that would improve communication there would be a significant boost.
'best' could be a contentious topic, but... with the groups I run with, these are most common in order:
1. Teamspeak
2. Mumble
3. Ventrilo
Skype can also be used but it doesn't work reliably in group calls.
If you do lots of endgame content you'll generally want to have all of the above.

Nah. Just a team that can use their eyes and brains and that can discuss and strategize what is happening. A macro can help as well for certain things to get people out of their zones. PS4 makes it easy as well with the easy replay of the fight to look at stuff. First time we touch something a few of us will just be checking any buffs/debuffs going on with quick mouse overs even if we wipe. And then after we can check on the vids what they said.
Yeah our vids are great it really helps at stuff like "Did the thing that killed you have a castbar?" and to sort what happened at all (at times you feel just like everything going BOOOOOMMMM!!!). Occasionally we use the PS party chat but as we have a mixed team (6ppl on PS4, 2 on PC whereas one has access to PS chat but NAT issue doesnt make it our first choice). Technically yeah but I've seen people kicked for "no mic/voice" from PF groups. It's not absolutely mandatory but it can really help with getting people on the same page. A lot of raiders also don't seem to like typing out explanations.
If OP wants to attempt FCoB without voice comms/a mic, it's not impossible, but he should be aware fewer people would be willing to run with him and mistakes with mechanics are more likely to result in a kick if they can't talk it over with him (literally talk in this case).
I'll add that in FCoB in particular... a lot of the mechanics aren't things that you can individually handle but that require coordination with your team. T12 in particular every party seems to change up who does what. And, yeah OP looks to be a ways away from that but... tl;dr if you want to do the highest end content no VoIP/mic will be a notable disadvantage.
