Sprites display bug

Hello readers,

I assume this is the right sub-forum as I believe it is a display bug not a game bug.

The issues is that for some reason I cannot see Sprites in the game and the same goes for some skill effects (I would make a video but FRAPS refuses to work).
My PC is approx. 6-7 years old so I set everything on minimum to have a smoother gameplay. A friend told me to set it back to default, however it does not seem to be the case as I still cannot see any Sprites or some spell effects.

Even in raids, Syrcus Tower for example, one the first boss there are supposed to be those orbs that follow people, I do not see those either which makes raiding really difficult for me.
I do not have that issue on my laptop which uses nvidia graphics.

OS: Win 8.1
Gfx: Ati Radeon HD 4800, Catalyst version 13.1 (latest driver for my gfx card series, catalyst for newer cards would give me a black screen)

Edit: Every other enemy is totally fine, it only applies to elemental mobs and spell effects that use similar build or whatever the correct term would be.
