The tank does not have to be at 100% constantly. Trying to make sure the tank stays at 100% all the time is just a waste of mana due to overhealing. I don't throw out a heal until the tank is at about 90%.

What happened to you was bad though. There's absolutely no reason to have anyone sit below 50% health. Hell, I'd even raise that and say there's no reason to have anyone sit below 75% for long.
