Cid himself stated that it's little known that all pure blooded Garleans have the third eye. Pretty easy to assume pure blooded doesn't include a half-garlean.
On the note of scion shenanigans, perhaps one of my faves was when there were like 4 or 5 girls all arguing over Thancred and which one of them he got with first, and others looking on like 'this is why you shouldn't do that player thing'.

In the patch before that, Thancred sent Yda to pick up a rare ore from a merchant's daughter he knew in Ul'dah, and when she saw Yda she flipped out. I think that's why Yda was laughing so hard about his comeuppance, lol.

They may get the inability to use magic however. again we know little about them as it is. I always took pure blood to just mean the actual race since just calling them garlean would confuse most people since many times those associated with the empire regardless of race are just referred to as garleans. The idea of pure bloods sounds strange, at least in the context that only pure bloods can have specific features of their race. If it is impossible for garlean features to be passed on to non pure bloods then I guess those people who thought nael was half elezen would be wrong.Cid himself stated that it's little known that all pure blooded Garleans have the third eye. They can't use Aether? Where was this explained?
On the official site, if you look at the garlean empire overview it mentions that they can't use magic themselves and made up for this disadvantage with magitek.
Granted as an empire this doesn't matter as much as it would have originally since a large majority of the citizens and military is currently made up of other races from conquered territories that do have access to magic ability.
EDIT: OK it wasn't on the official site but it was inquired in a lore panel at the NA fan fest and it was confirmed Garleans are genetically unable to manipulate aether themselves (use magic).

I just wish I had talked to them between patches and quests. I did once they moved to th Rising Stones, but it never occurred to me to resist the waking sands while leveling, to check for new dialogue. I thought they didn,t update text... So much regret.
