I doubt that is what he means. When they developed the 2.0 arc, they finished it story-wise before 2.1. They prepared the cutscenes and other such things after that. Meanwhile, the story team moved on to 3.0. Currently they are starting to shape 4.0. Once 4.0 is shaped, they will move onto 5.0 and forward. There is always possibility the game can be stopped at any time, but I highly doubt it will be anytime soon.
