1) You put a PF up and make a mistake or somebody leaves, leaving the last spot for one class only, for example: Nobody can PM you so that you can fix that mistake, thus you won't reach your target audience.
2) You're recruiting people for your FC/LS and you get some PMs, sadly, you can't ask them any questions because they have randoms' tells disabled.
3) Somebody is looking for melds/crafts, but because they have randoms' tells disabled, they won't ever get anyone to help them and think this is an unhelpful community.
4) Somebody is paying a craft 1m to craft X item. Sadly, because this person hates RMT with a passion, he will never get his item crafted and you won't get 1m.
5) A very dear friend of yours got banned/account stolen and wants to get in contact with you, but of course, you have randoms' /tells disabled, so you will never talk to him again.
There are inumerous situations that could happen like this, these are just the main ones that concern me should a system like you suggest were to be implemented. This is why people think Square isn't doing anything regarding the RMT issue. Everybody thinks it's an easy fix, but nobody sees the negative points of these kinds of systems.
Now, I understand where you're coming from. But discriminating an entire group of people just because they might potentially be RMTs will hurt much more than it benefits.
My suggestions lie more in the level restriction area, but even that has its problems. I'll wait for Square to make their move, I trust we'll get it fixed eventually.
