lv50 sidequest at 47?

There's a npc questgiver next to waking sands with trauma queen quest, however it's a lv50 requirement which has become available, but I'm at 47, what's going on? At revenants toll, there are red quest icons. I'm confused.

some sidequests require you to complete somethin 1st b4 it becomes available

Often times the game will display quests you're close to meeting the required level for as a means to ensure you know where they are when you ARE that level.

Yeah, it's been a long time but I believe that's the Wanderer's Palace quest. For whatever reason, you unlock it early but can't do it til 50.

For most side quests, you do not need to be that level to accept it. You just need to be that level to turn it in. I've done this with many quests where I accepted them, and even completed before being at that level, but then the icon becomes red as I need to be that level to turn it in. The only quests that require you to be that level to accept are the more important quests, like class/job quests as one example.
