Both Limsa and Gridania can't openly support us, at least when talking about relations with Ul'dah, since we're enemies of the state. At the same time they won't order their military forces to actively hunt us down because they know we're innocent. Essentially they're turning a blind eye to us right now, and that'll probably continue into 3.x. Ul'dah is still similarly "safe" because they're withholding information on the incident, but word's going to have to get out eventually as to where the Sultana is. Exactly how that information hitting the streets changes Ul'dah, and how Ul'dahn infrastructure will run without the Sultanate... nobody really knows.

Ishgard really is the best place to seek asylum; because it's not actually a member of the Alliance they don't have to worry about openly supporting you without souring relations with Ul'dah, and Ishgard isn't well-known for its good relations anyway. They'll probably try to keep it on the down-low anyway to try and avoid Ul'dah declaring war on them.

Nobody's quite sure how the coup in Ul'dah is going to affect regional politics yet.
