there seem to be a few "illegal" addons around (illegal as in, the use is against the Terms but stuff like dps meters aren't being witchhunted down unless you use it to harass people).
^ this. There was an official statement early on that said add ons were planned to be added about 6 months after the release of ARR. That obviously never happened. Now we are closing in on the 2 year anniversary without hearing much about them. Though the pc players already have unofficial add ons anyways with parsers, boss skill call outs, and hunt radar maps.
