Does "cutscene" stands only for those that can be viewed trought the INN book? Or it can be some of the in-between quests that aren't recorded on the undying journey?

I think that's supposed to say the legal age of maturity. How many people are of a certain age has no bearing on the matter.
I am curious to know this as well! I really hope it will be as I was quite sad to be locked out from the Valentione's art contest due to living in the EU (and some from the NA region were not happy about not being allowed entry to the cooking contest either), so hopefully that style of handling contests will not be the new norm.
I understand separate contests for the different regions is needed due to legal reasons, although I wish there was a way for me to enter a group entry with my NA FC friends, but I do not see a need to lock regions out from certain contests entirely.

The person who actually submits the entry AND any collaborators involved with the entry must be residing in the US or Canada (excluding Quebec) and must have a North America Square Enix Account.My friend has an NA account but isn't in the US. I have another friend that doesn't play but is in the US. I don't have an NA account either. Can we all still enter the contest? If my non-playing friend creates a trial account, will he still be eligible for any possible rewards?
I'll be okay if at least one of us can enter the contest.
Footage should be from a single cutscene and not a compilation of multiple cutscenes.Does the footage need to all be from a single cutscene, or can you remix cutscene footage together? This is two questions - for the serious (still sticking to the script to create a "trailer" of sorts), and the comedic (ignoring the scripts to create a scene that never existed in the game (but still using all in-game cutscene footage)).
Both will be accepted.

I'm having a hard time figuring this out... We have to read verbatim, from a cutscene (totally killing the creativity and fun that this event should inspire by the way, just my opinion though), but most (if not all) cutscenes from the inn book are voiced, so no clue how I'm supposed to voice over an already voiced cutscene (is this event really asking participants to pay for some fancy video editing software, capable of taking out audio?)... Can I get some clarification here, or advice?

You may free-style your script in the Comedy category. Also, your in-game volume settings let you mute voice audio. Furthermore, there are plenty of un-voiced scenes to choose from.

Apparently not, but it would be nice if those of us living outside of NA could be thrown some kind of bone.
I have a JP account because I live in Japan, but I am not allowed to enter any of the english language contests. Lots of my fc live in sg with NA accounts, but can never enter anything either.
This is a worldwide game, and when they only offer NA, EU or JP accounts it would be nice if they could take into consideration those outside.
We can't even help collaborate even if we readily accept we can't win a prize? Seems needlessly strict.
So what programs can I use, i.e. what can I use to download or save the CS's to edit them and/or add voice over dubs to them. What do you all recommend?
