I can't remeber what I had at 35, but I do recommend doing Ixal Beast Quests for quick XP gain. You'll get to 50 quick and can HQ any lower end stuff easy and start working on earning them stars for iLevel 50+ items.
HQ is not easy for recipes close to your own level when you are just leveling up a craft. To consistently HQ, you need to get all the other crafts leveled as well. IMO, the best way to do this is to level all of the crafts AND the gathering jobs at the same time. At the low levels, the only way to consistently HQ is to use HQ materials.
In general crafting an item involves determining what you will need to do to complete the craft (progress) and how best to optimize your quality. Then, you choose the skills that will fit within the crafting points you have. Note that CP can be increased using food. A crafting simulator such as http://www.ffxivcrafter.com/ can also help figure this out.
don't focus on HQing until you get to 50. Focus on making as many recipes for the first time as you can, for the bonus exp.
Best to take everything to 1st cross class ability. Because at 50 and beyond you will not be HQ without them.
I note you have only leveled weaver.
And yes weaver has some nice cross class. But other abilities really help getting to 50. AND HQing

hi, a bit of advice from my own exp, i lvled all my craft classes by myself.
frst of all, triple turn-in is nice because u get exp while doing it, but as long as u can aford shards as u will need more of them , or if u gather them urself then its just a time thing.
second, if u want to hq, the more skills u got the better , i mean cross class skills. first thing i recommend doing is get all classes to 15. also culnarian to 37 for steady hand 2. althot that is not a must.
third, use hq material if possible. one thing i used todo when i needed iron ingot hq for instance, i would go lvl my miner on iron ore, and i wil get a few hq after a while, then i can make a few iron ingot hq with those, and use that to make other stuff i needed etc.
rotation, i dont think there is really a special rule. normally i like using wastenot , as it gives some extra moves i can use. u may or may not need inner quiet, as the stacks are not a big thing if u cant use brygot's blessing yet. trick of the trade is pretty nice to have for extra cp.
lastly, try and make sure u got the best gear possible for your level it helps a lot. one of the things that helped me was, as soon as i got culnarian to 37, i lvled weaver all the way to 50 as weaver can make most of the crafting gear u need, and i bought the rest from the mb ( or asked friends to make me , such as weapons or other leatherworker stuff ). so i was able to make my own gear. provided i take the time to get hq material i was also easly able to make my own material hq as well.
Actually the triple turn in leves are not the best xp. The best will be one of the leves from the city the craft is based in that has you deliver something to the town with the other leves of that level. You just have to look at all the offerings and pick the one with the highest experience for that level. I know when I found that out that it took about 10 high quality turn ins of that leve quest to gain 5 levels in the class.
As for rotations that is going to vary a lot depending on the levels of other disciple of the hand classes. Things get a lot easier as you get more cross class skills with crafting. (Tricks of the Trade from Alchemy and Hasty Touch from Culinary are an example of two skills that can greatly improve the ability to get HQ while leveling a class.)
Ixali dailies and grand company supply and provisioning daily turn ins will both greatly speed up leveling crafting and gathering professions.
