Most DF where I have been tanks pop cooldowns during mass pulls. Your question is like same why most healers do not dps during they have free time or why dps classes are doing singletarget dps during mass pulls etc.
Maybe newer tanks? I have only just starting using my cooldowns, still have not got the timing worked out properly, ie pop the healing buff just before damage etc... but getting there.
I pop a big CD on the first pull. If the healer chooses not to DPS, I stop caring as much. But to answer your question: it's DF.
As a War, I like to pop Thrill of Battle first while kiting, and then when landing, usually the Bloodbath/Berserk/Overpower spam is MORE than enough to keep me up. And then subsequent pulls, Vengeance while the above abilities are down, and if things are slow enough, I'll use other cooldowns based off how long dps takes to burn things.
One tricky pull is the entire room between first and second boss of wanderer's palace hard. I pull, pop foresight bout halfway through and infuriate. I maintain my stacks by hitting with heavy swing then maim on the way there. About 2/3rds of the way I pop second wind. Upon landing I unchained, overpower, get maim back up, internal release, berserk, bloodbath, vengeance. Stuff is usually dead after a few overpower spams because they do like650 damage each. If not, I infuriate once more and steel cyclone, then I remove defiance after berserk and pop thrill of battle/convalescence for a pseudo defiance for extra DPS after unchained.
If hp is low feel free to holmgang for a benediction but I usually have my healer on skype, and she's a god. Just make sure you aren't stsnding in AoE for holmgang
lol, this just reminded me of a few weeks ago, I ran a low level roulette on WHM, tam tara.. I was literally told by the PLD tank to please not let his hp go below 75%. (I was DPSing, til he'd hit ariund 40 or so %) DPS #1 said, yeah, you just need to heal. DPS#2 was like, are yall serious? tank isn't even close to dying, I think it's cool he's DPSing, healing these low dungeons are boring AF lol....
I don't know about "most" but... Pretty much. DF quality is highly variable. You'll get some good, some mediocre, some bad.
That said, in expert roulette, a lot of the tanks I get seem to know what they're doing. I do occasionally get one that only pops CDs for a boss, or something like that, but it's not especially frequent.
depends on the dungeon and size of pull whether to use a cd or not.
doing one pack at a time nothing but damage increasing buffs needed, healer can still dps heavily this way aswell.
big pulls, whatever is needed to get through it, hopefully your healer si good enough to dps aswell.
bosses, totally depends some do so little damage and some dont, complete judgement call on the tanks behalf but if its limiting your healer to only heal then use a buff and free the healer up alittle.
