It was stated during one of the recent live letters I believe that Bahamut is one of Midgardsormr's 7 sons. We know Nidhog and Tiamat will show up in Havensward according to those statements, as well as more of Bahamut's history being elaborated on. Bahamut most likely died a long time before the Allag empire, as he was summoned by the dragons of Mercydia not so much as a god, but as a great champion. Otherwise, the true bahamut has been missing a long time as his Primal form was sealed in Dalamund. For the longest time I've thought there's more to primals than people really think...
At that point, though, he'd have to take on the Garleans, probably the primals, and almost certainly the Ascians (and don't forget the Dravinians) alone.I'm pretty sure Lolorito's end game is Omega. The question is how he can distract the other GCs so he can get free access to it. Frankly I suspect he thinks that if he can gain control of it with the scions and WoL out of the way, he will be in a position to dictate terms to the other city states. We are talking about a weapon designed by the Allag to take on Bahamut.
That's why I think Lolorito is in league with at least the Garleans, and quite possibly the Ascians and Dravinians too.

Lets be clear here. We are talking about a weapon that can kill the Elder Primal that caused at least a major amount of the damage in the Calamity. Bahamut was insanely strong. The Bahamut we fight in T13 is a much smaller weaker version.
Omega was powerful enough to kill that. Its a weapon of mass distruction even stronger than Ultima. Ultima alone was almost enough to force the Eorzean alliance to surrender without fighting.
Lolorito probably figures it would give him the edge against Garlemald while the other city states would probably fall in line both for self preservation and because they would need his power to fight the Garleans. If this weapon is strong enough to take out the strongest Primal we have seen, I doubt the other primals would be much of a threat. As for the Ascians, he probably doesn't see them as enemies and more likely they would help him awaken the weapon just for the chaos and destruction it would bring. The Dravanians likely would be too busy with Ishgard and quite likely wouldn't care about the affairs of the southern countries unless Lolorito showed intentions to enter their lands.
To play devil's advocate, it's "possible" Omega's talent is very specific to Primal Bahamut and doesn't translate on the same scale to other entities. To use a somewhat silly analogy (purely to help express my point), if Omega is just a really fancy solar panel that absorbs and traps solar energy (Primal Bahamut's main power), that doesn't mean he's gonna be as effective against a giant primal hammer that smashes solar panels good (even if bahamut would melt the hammer). I'm not saying Omega isn't incredibly power, more powerful than Ultima based on Final Fantasy tradition. But he isn't, necessarily, "killing Top of his game Bahamut" powerful against anyone other than bahamut.Lets be clear here. I don't believe Lolorito is the one responsible. The finale had too many red herring's from the maid to Sultana herself.
Considering the classic theme of Omega being the ultimate anti dragon robot, I don't think it's an anti Primal weapon but indeed and an anti Dragon weapon, with the expansion being all about dragons it seems more likely.
