Bad argument and I'm sure you knew it when you were typing it. Ones real life, ones in a video game. They are incredibly different things and the rules of one rarely apply to the other, if ever, and if they do, only by choice.
Typical "Muh Real lifes" posters aside, I do actually have a recommendation that won't really be a fundamental adjustment to how it works, but might get people to try signing up more. Instead of running it like the XI Bonanza where its "Matching your numbers, in order, Last to first", they should just make it "Matching Numbers".
Example:
Winning Roll is : 3849
Your roll is : 3779
You matched two numbers. Congrats.
Prized could be adjusted to compensate for the improved winning odds, though they already suck enough as is for 1/2 matches... so maybe they don't need to be. This wouldn't be changing anything crazy but it would lead to more winners, It would not however lead to more Top-Prize winners, just consolation winners. Which I think would be a fair improvement. Also. Someone mentioned "What lottery returns your money if you lose" or something to that effect. The first week you actually made ~50MGP over your ticket price if you lost completely... so... already missed that point sir. Now you end up losing MGP mostly because people stopped caring about entering. I know I did. (But thats probably because I haven't touched XIV outside of doing Mini-Cactpot for like... 2 weeks or so ._.)

I'd like that matching a lot more than the current one, but either way is fine.
Our server always has shouters running around reminding people to buy tickets and check numbers at drawing time. Too lazy to go check how many tickets were sold but our drawing time is always bogged down with people swarming the board.
It's dumb anyway, mainly made for people to hate the winners. There is no real chance to win anything substantial. Sure, IF you win you get MGP worth many dozen hours of grinding. But 99,99% never will, only get dissapointed. So just accept, that it is dumb. I don't think that they will change it.
The dropping figures couldn't possibly be anything to do with the fact that launch weeks are super popular. It's fine the way it is. The odds are meant to suck. They shouldn't have to spell it out for a small few who don't get it. It strongly emulates a lottery without needing an explanation.
The adult way to approach this is that if you don't like the rules, don't play the game. If the majority are okay with it, they aren't going to make changes for two or three noisy people. It's free anyway. The consolation prize has always been higher than 100MGP so far. No MMO player can claim that 1 minute out of their week is precious lost time.

Whether 10000 people play or 1000 play, your odds are still 1 in 10000. And the extra bonuses for people buying tickets isn't all that big really.
You can spend months waiting for a cactpot jackpot or u spend those months slowly grinding.
Its up to u if u wanna become that disappointed in the lackluster of lottery mechanics.
