You can't know it's still coded like that. It could be the case, but nothing official's ever been said about it. They're probably just holding off because of what others have said; it'd make the laggiest zone in game even worse.Well, you also have to remember what the Market Board actually is - it's actually a streamlining of the original Market Wards from version 1.0, which were literally an instanced zone connected to each city where retainers physically stood around motionless with their bazaars and you had to click on each physically to buy things from them. Naturally this was a very inefficient system, so eventually a search/list function was added, which became the Market Board in ARR and the physical Market Wards were removed, although still retained as simulated 'area' where retainers are held.
Thus as programming wise the Market Wards still exist, albeit not in a physical form but more simulated data that the Market Board reads from, because Revenant's Toll doesn't actually have a Market Ward, there is no Market Board.
